The realization of legality in China is to rule everything by law. “Rule of Law” requires every official and government must act by the law. Today, the biggest social problem in China is “rule of man”. The “Rule of man” is characterized that “the power” and “the officials” are beyond the law. Officials’ behavior is not restricted by the law. Every behavior beyond the law is called privilege.
In the Chinese Constitution, all legal provisions are not for the officials, but for the common people. Look at so many sanctimonious officials in China, and look at those shocking corruption cases. What makes all this? With privilege rights in expansion, officials become more and more greedy and unsatisfied. Absolute power leads to absolute corruption, which is commonly recognized by international society.
China needs the rule of law. Chinese government should be ruled by law. This is the inevitable trend in the development of Chinese history and a real problem in front of the Chinese government. Ruling the country by law is the only way to restrict power and to prevent corruption.
