Wang, Hong: To make China a real Country ruled by law

Many Chinese people generally believed that the rule of law means an integrity national constitution, a governmental legislature department, the strong and robust legal rules, and the legal function of all levels of government. In fact, the rule of law means far beyond these ideas.
Have a look at Chinese society, from ancient to modern to current Chinese government, all kinds of laws and rules were made and exist. In fact, all these times are ruled by man. Especially in current Chinese society ruled by the Chinese Communist Party, the laws and rules are more than ever. From the view of literature, the law is very complete and very robust. Can we say current China is ruled by law? Absolutely not. Today’s Chinese society is ruled by men, where the power is always above the law.
The law is only a tool, to serve the rule of law, not a standard, and not even the subject of rule of law. Only in democratic system, legislation, judicial, and administration are separating, which is the rule of law. Democracy is the basic condition to achieve the rule of law. Without democracy, the rule of law cannot exist. Only in democratic system, the public know the law, obey the law, and act by the only standard of law. Therefore, a real rule-of-law society can be achieved base on the legal equity of all people.
