In the current Chinese society, although corruption is a common phenomenon, and many government officals’ corrupt problem is quite serious, could anyone participate in the corrupt activities? Of course not. One wants to corrupt, firstly he must has the desire to corrupt; secondly, he has to possess power. Almost all the powerful people are government officials, therefore, normal farmers may never take part in the corruption; powerless workers may never take part in the corruption; ordinary and powerless citizens have no condition to take part in the corruption.
China’s corruption problem is so serious, could most Chinese people aware of the disadvantages of corruption? Actually Chinese people have hated the corrupt phenomenon for a long time, and they do not need to and have no condition to improve their awareness by participating in the corruption, and it is impossible to improve. And only those powerful government officials and rich businessmen could really take part in the corrupt game. They are the beneficiaries of money-for-power trade, how could they make rules to solve the corruption problem?
The political system of Chinese society produced officials with absolute power, and the government let the officials to participate in the corruption, thus the corruption has space to survive. So that everybody takes part in the corruption, you and I are all corrupt without saying anything, and we collude with each other. If most of people try to participate in the corruption, then the safety of participating in corruption for the corrupt officials improved. So the Chinese anti-corruption does not rely on people, but on the reasonable social system, which is the democratic constitutional system.
