Shi Lirong: Anti-corruption in China has to Depend on a Democratic and Constitutional system
石丽荣(Shi,Lirong)
The anti-corruption work Chinese government advocates is on going for many years, but the effect is very unsatisfactory. Not only this, the corruption problem even become more and more serious. If the Chinese government really wants to anti corruption fully from action, China must implement a democratic and constitutional system and achieve rule of law.
Firstly, anti-corruption must open up freedom of speeches and freedom of the media, including television, radio, newspapers and magazines. They can do report freely and there is open internet. With the freedom of speeches, people can effectively monitor the government and officials.
Secondly, the anti-corruption must let people have freedom of association and freedom of establishing parties. Gradually, all the parties can take turns in power, and parties can monitor each other, letting the power be transparent. This goal can only be achieved in China when it has a democratic and constitutional system
Thirdly, the anti-corruption in China is the anti-corruption under rule of man. It is necessary to carry out political reform, so that China's legislative, judicial, and administrative can be mutually independent. It can also guarantee the fairness of law enforcement. China has to achieve the independence of judiciary. Only by implementing a democratic and constitutional system in China, can the anti-corruption work truly be successful.
