Zhang, Hongqing: Call China to Learn from a Democratic Constitutional System

China is a populous country, and has been implementing one party ruling for a long time. This government has enormous bureaucratic organizations and officials organizations. How to improve the efficiency of government power, meanwhile put an end to officials’ abuse of power, control and eliminate corruption. This is the core issue of China＇s social system.
Chinese culture has spread for thousands of years. So far, the Chinese government＇s approach has two aspects: on the one hand, raise government officials’ moral level. Advocates benevolence, righteousness, propriety, wisdom, faith, and people-oriented would be the maximum value. These are indeed able to expand the value of life, purify soul. Second, build a large monitoring agency. As China＇s current institutional shortcomings, judicial, administrative department are not independent, so this action can just work in short time. Though there are few good government officials, most are bad ones.
Democratic constitutional system is a rational social system founded by western countries. It can effectively restrict the government and its officials. Through the practice of many countries, democratic constitutional system seems to be the world＇s most effective political system. Therefore, I am calling the Chinese government to learn and use it.
