The Chinese government officials always mention rule of law, which means to rule the country according to the law. The prerequisite of implementing rule of law is to implement constitutional democracy; and the prerequisite of implementing constitutional democracy is to have an elected government. Under such condition, every citizen’s fairness and justness can be guaranteed; and no government officials can beyond of the law.
In fact, under China’s corrupt system, in every field to every corner there is corruption in the Chinese society and people cannot find a pure land: Judicial corruption, administrative corruption, economic corruption, culture corruption, education corruption, academic corruption, tender corruption, engineering corruption, political corruption, and so on. In the Chinese Communist government, no matter which government official, as long as he or she has power, there would be corruption. All the government officials are above the law, and all they can do is to make people suffer.
China must implement a multi-party democratic constitutional system. Constitutional democracy can achieve the separation of legislative, judicial, and executive power, can achieve democratic elections, can prevent the spread of corruption, can achieve the freedom of press and the freedom of expression, and guarantee democracy, freedom and human rights. Multi-party democratic constitutional system can handle the relationship between administrations, ruling party and Constitution. The government has to guarantee that no party, organization, and person can beyond the law, making sure law is above everything, which can really implement rule of law.
