Yang Zongyin: Anti-corruption in China must Rely on a Democratic Constitutional System

Chinese government's anti-corruption work has never achieved any good results. The main reasons are: first, there is a corrupt system in China; second, all most all the government officials are involved in corruption. The anti-corruption the government propose is that higher corrupt officials against lower corrupt officials. It is not single case that government officials abuse power and make benefits for themselves. Chinese people have been used to this already. The unspoken rule of trading between money and power is becoming institutionalized and open. Corrupt officials tie their personal interests and the Communist regime’s interests together.
All the government officials are corrupt. If people want to achieve effectiveness in anti-corruption, then the process has to be under the condition of openness, fairness and transparency. No matter what title the government official has, as long as he or she is involved in corruption, that person must be punished by the law. Meanwhile, people have to have the power to monitor government and government officials.
Only by establishing a democratic constitutional system in Chinese society, can an effective anti-corruption system be established. The media has to play its role of monitoring, reporting government officials’ corruption problem objectively, openly and fairly.
