China's official foreign spokesman recently answered a reporter's question, said that although China signed the UN Covenant on Civil and Political Rights, but has not yet ratified the implementation of the NPC, therefore, currently bound by treaty.
CPC shown here does not count again poor quality, have signed the treaty did not want to implement, has made a commitment publicly eat their words.
UN Covenant on Civil and Political Rights provides that everyone has the right to freedom of thought conscience and religion, everyone has the right to express their views of assembly and association.
So far, the vast majority of the world's countries have ratified the implementation of the Convention. 1998 CPC representative at United Nations Headquarters signed the convention, then set up a special working group to implement the Convention to prepare for the National People's Congress approved the CPC senior leaders repeatedly said that the implementation of the Convention as soon as possible.
CPC now as an excuse to not yet ratified, the treaty represents not bound, can not fully guarantee the political rights of Chinese citizens, and the implication is that do not want to approve the implementation of the Convention.
