Implementation of the rule of law must be based on the rule of law. Compared with the rule of law, the legal system focuses on the use of the law. However, if only in respect of the purpose of the law is concerned, the purpose of the rule of law is to provide people with a platform and framework to seek justice, but the substance of the rule of law still can not get rid of the regime beliefs above the law. The rule of law means that those in power to govern the country in accordance with the laws, but these laws are not necessarily composed of ordinary citizens by the legislature enacted. Under the law, only to perform duties of the executive branch of such laws, and be bound by such laws. So the biggest difference between the rule of law and the rule of law, not whether the people legally binding, but whether the executive, legislative and judicial powers of the government and the people are the same, subject to legal restraint and control. The connotation of the rule of law, is not so much that all the people of the law, rather more focused on the legal authority of the government's control and restraint, otherwise the rule of law and the legal system that is difficult to distinguish.
