But while the CCP continues to emphasize the rule of law must adhere to Communist Party leadership, to the rule of law under the leadership of Chinese Communist Party, because the leadership of the Chinese Communist Party socialism with Chinese characteristics is the most essential feature is the socialist rule of the most fundamental guarantee. To the rule of law under the CPC＇s leadership, it shows that the CPC is above the law, Chinese Communist Party＇s will can be higher than the law, Chinese Communist Party＇s decisions can change the law.
Such actual or to the CPC rule, the rule of law or to obey the Chinese Communist Party rule, the CPC Constitution still higher than the Constitution, where there is what the rule of law.
