Chinese Communist one-party dictatorship cannot really solve the serious pollution problem in china The root cause of air pollution in China is under public ownership of land resources and the fact that anyone can use it and nobody is responsible. China air pollution problems are rooted in the system, in particular from the monopoly, legislative and judicial levels; and improper government projects arrangement. The following three points can solve the Chinese pollution problem: First, the central government need to delegate its power, namely appraisal rights and approval rights; the second is holding the people who produce the pollution responsible; third is the implementation of land privatization and collectivization some resources in order to implement the corresponding responsibility. The CCP system make it impossible to implement the three points mentioned-above.
