As you know, "International Covenant on Civil and Political Rights," a UN human rights convention on the basis of the Universal Declaration of Human Rights adopted by the Convention requires governments around the world to protect speech and press, assembly of association, freedom of religion and other basic human rights, ensure that citizens equality before the law, prohibition of torture.
The conventions for the promotion and protection of human rights positive, have a significant impact in the field of international human rights, have the effect of international law, the vast majority of the world＇s countries have signed and implemented. When the Chinese Communist Party as early as 1998 on the signing of the convention, but so far without the National People＇s Congress approved the implementation, so that the Convention has not yet become binding in China.
