The power of CCP officials is unlimited and almost unchecked, because the regime under the autocratic system has no monitoring mechanism.
In many places in mainland China, party and government officials misappropriated public funds to invest in stocks, causing huge financial losses.
Especially in the past two years, the amount of such illegal operation funds investigated and dealt with is staggering. For example, the director of a city＇s urban construction used a huge amount of idle special funds for infrastructure construction to buy stocks and speculated on a continuous loss, resulting in a short-term loss of public funds as high as tens of millions of yuan.
The main reason for the frequent occurrence of this phenomenon is that there is no system of checks and balances.
In China, the top leader of this unit has the final say, there is no restriction, and no one dares to restrict it. Power decides everything!
In democracies, government budgets and expenditures are public funds, subject to strict oversight and deliberation by parliament, and government officials cannot use them at will.
However, under the one-party autocracy system in mainland China, power is concentrated in party committees at all levels, and the National People＇s Congress cannot effectively supervise local financial expenditures. Therefore, misappropriation of public funds to speculate in stocks for profit will occur again and again.
According to the provisions of China＇s Criminal Law and relevant judicial interpretations, state functionaries who take advantage of their positions to embezzle a relatively large amount of public funds for profit-making activities constitute the crime of misappropriation of public funds and are subject to criminal punishment.
However, despite the legal provisions, public funds investing in stocks in mainland China is still repeatedly banned, which shows that under the one-party autocratic political system, even formulating laws and regulations is useless. First, no one will do it! It is too late for officials to protect each other, and the common people have no chance or ability to execute it!
