As we all know, prohibiting citizens from leaving the country is essentially an act of administrative punishment. It is inappropriate to restrict human rights defenders from leaving the country on the grounds that they may endanger national security. As for the treason that really endangers national security belongs to identity crime. Only military personnel and members of state organs who have specific responsibilities are qualified to betray the state. For the purpose of prevention, it is appropriate to restrict the exit of these persons with specific status. If ordinary citizens have no ability to betray the country, they will not be regarded as treason. To sum up, it is political discipline rather than administrative punishment to restrict the state functionaries of specific departments from leaving the country based on their possession of state secrets. For ordinary citizens, restricting their exit is an administrative punishment. Punishment should first conform to the due legal procedure, and it should protect the citizens right to obtain public relief at the same time . It is an imaginary defense to deprive citizens of their constitutional rights on the ground that leaving the country may endanger national security. In front of the government that holds all kinds of violence machines of the country, any citizen is as small as an ant. The government should put itself in a detached and neutral position and apply the law fairly to the citizens under its governance. It is hoped that any legal citizen can leave the country freely.
