Liu, Funan:The Politburo of the Communist Party of China is not a collective leadership but a division of power
刘福男(Liu, Funan)
In the early days of the CCP, it claimed to implement collective leadership and established the Politburo Standing Committee system.
The Politburo elects 9 or 7 members to form the Standing Committee. As the country's highest political decision-making body, major matters must be discussed and approved collectively by the Standing Committee. The general secretary of the party is also one of the Standing Committee members, and has no overriding power.
However, China's practice has proved that such a system is more prone to corruption.
Because the Politburo Standing Committee adopts a division of labor and responsibility system. Each Standing Committee member is in charge of a piece of work. In fact, he is the top executive in the field of his own division of labor. Other Standing Committee members can hardly intervene or intervene. Just like an independent kingdom, it is very easy to become a corrupt kingdom.
For example: Zhou ,Yongkang, a former member of the Standing Committee of the Political Bureau of the Communist Party of China, turned the political and legal system he was in charge of into a super-power organization. Zhou, Yongkang was also called the "political and legal czar" by the outside world. , as a result, the officialdom in mainland China has become effective and corrupt, and corruption has intensified.
Without changing the CCP's standing committee system and establishing a democratic China, the CCP's corruption will be difficult to eradicate.
