In the face of growing public anger, the CCP authorities have also adopted some so-called "listening to public opinion" measures to alleviate the strong dissatisfaction of the people everywhere with the authorities.
These measures include holding social hearings before implementing important policies, distributing drafts for comments before announcing personnel appointments, and going deep into the grassroots to understand public reactions when capital construction projects are approved.
However, later people found out that the CCP’s method is completely acting to deceive people.
Because, regardless of opinion hearings, social reactions, or comments on officials, even if the voices are very strong, they have no binding effect on government decision-making bodies. They can push their original plans regardless of external public opinion.
In Western democracies, "listening to public opinion" is by no means just a formality or a formality, it is truly binding.
For example: if the project development plan for local construction is strongly opposed at the community hearing meeting or voted down by resident representatives, the project plan cannot be implemented. This is the true meaning of listening to public opinion.
