         In China eighty percent of the wealthy class is government officials. A government official’s wealth depends on his political power. Higher-ranking, more wealthy.
         The political reforms are going very slowly. In fact there is virtually no meaningful steps ever been taken. However, the government officials at all levels are quick in finding out new ways to get rich illegally.
         In most corruption cases, the defendants have large amount of assets without legitimate origin. Those are the bribes they take from their subordinates. The bribes take place for various reasons and in various occasions. If a person doesn’t bribe his superiors, he will soon get himself in trouble and be punished.
