There Are Legal System, Human Rights and Religious Problems, etc besides the Democracy Issue
Democracy is not eclogue. Neither can it solve all problems. However, democracy can express and moderate people’s complaint and appeal through organizing parties, election, debating in congress, and scheduling change of government freely.
Democracy is a relation between government and people, which makes a government that ignores and violates people will not to be able to exist. Nonetheless, such government can be changed through congressional vote and people’s election. Democracy is a mechanism which releases people’s energy of dissatisfaction and protest. It is a safeguard to avoid big political earthquakes such as peasants’ riot, street war, and violent revolution, making the economy to grow and develop constantly.
China’s problem, besides the primary one on democracy, includes legal-system construction, human-right ensurance, education prevalence, environment protection, rural development, social security, reduction of poverty aspect, and disaster-prevention. As a result, it needs different levels of government that is capable of solving these problems. Such government is based on recognizing constitutional authority and limited by constitution. The right and responsibility of this kind of government are clearly divided horizontally and vertically. This kind of government can only be made by pervading constitutional concept, recognizing constitutional authority, electing openly, fairly and freely, as well as perfecting regular civilian system. This is the common goal for China’s constitutional reform in political system, which surpasses party, ethnicity, religion, and region.
