3)Regarding to the report of the Jihua’s explosion and contamination of water, the governors of Ji Lin province propaganda said that they hadn’t heard this event so far. One of the officer even claimed that because the city is at the lower reaches of the river, Haerbing is always very serious and rigorous about the sanitary of water. They sometimes do regular check and the reason for the temporarily cut off water supply was not necessarily the explosion. He also told the press that since the afternoon of November 14, Ji Lin city’s water supply in the upriver recovered and was in a normal condition.
4)The Jihua oil company emphasized that the explosion only created carbon dioxide and water. So there is no worry to contaminate the water. Besides, Jihua has its own sewage purification devise, so contaminated water will not be pour into the Songhua River. On November 22, Jihua Oil Company officially denied water contamination.
5)China’s Environmental Department confirmed on 23rd that after the explosion of Jihua’s plant, benzene was inspected in Songhua River, and it had contaminated the water. Nevertheless, the Ji Lin government re-announced through Ji Lin province Environmental Department that “ the amount of benzene which was inspected in Songhua River is lower than the country’s environmental standard” on the same day.
All of the facts above reveal that:
1)After the explosion of Jihua’s benzene plant on 13th, the company and the district government and Environmental Department deliberately held back the truth of the environmental impact, in order to “appease” the citizen. The night right after the accident, one of the company’s executive claimed in the press release that there was no contaminator in the air, but intentionally hided the fact that there was contaminators in the water.
2)Not until ten days after Jihua’s explosion, the governmental officials admitted that the explosion had caused a severe contamination in Songhua River’s water. When dealing with this accident, the Chinese governmental officials deliberately hide the truth, ignore the publics’ rights to know and their lives’ health and safety.
Had it not for Haerbing’s emergent decision to stop water supply, had it not for millions of citizen’s rumor for the accident, had it not for the gather of China and foreign presses in Haerbing, had it not for the 80 miles contaminated water region were about to passing Haerbing, would the Environmental Department have admitted that Jihua plant’s explosion had caused a catastrophic water contamination? From this event, we can conclude that the responsible governmental department released the truth to the public only when they realized that there was no way to hide and hold back the truth. This kind of cheating policy, is similar when they tried to handle the SARS and birds flu. As we can see, some of China’s officials are used to lying to the public.
