Chenqing Li: What Is the Contents of Democratic Concept
China is a tyrannical country. If we want to realize democracy in China, we should first know what is democracy or democratic concept. The democratic concept includes: firstly, everyone is equal and has his/her political rights. Regardless president, minister, or ordinary worker, farmer and intelligentsia, they are equal in front of political rights and law. The political right consists of the rights to elect or being elected; to form a political group or organization; and to hold a political assembly.
Secondly, the power comes from the people. Or the sovereignty is from people. The government is built and chosen by people, they don’t originally have the power, or granted by few minority people. So the government must get the agreement from its subject to use its power. The function of government is to protect its people, but not tyrannize its subject.
Thirdly, the third essential thing for democracy is minorities must obey to majorities. But the minority’s right and benefit should be protected. With a large amount of people, which means larger power, they don’t need to be protected because the minorities cannot tyrannies them. The minorities’ rights should be protected. The smallest number for the minorities, may be only one person. Thus, to protect the minority is to protect every one’s human rights. Under this consideration, the essence of democracy is not only obeying to the majority, but more importantly, to protect the minorities.
