                                           Yuzhen Yang: Ruled by Law but Not by People

     Several years ago, a huge movement of ruled by people was occurred in China. In dozens of provinces and the cities which directly under the jurisdiction of the central government, thousands of the police stations’ director generals received and handled the case by themselves. This event was unprecedented in the history. There is no such a record in any historical book. In China’s history, we can only see thousands of people constructed the Great Wall or dig a artificial canal, but not handle the huge amount of cases. It is heard nowadays the “honest and clean policy storm”, but not such a large-scale.

     There is a report says that a case of murder had been pended for 13 years. When the provincial police station’s director general did it by himself, the case ended within 13 days. The suspects were arrested. The case had been pended for 13 years under the system law was solved in 13 days. This is ironical to China’s law system and the Chinese race history. People may ask: a murder case, why couldn’t be ended for 13 years? Where is the law? Whereas, only a director general’s note is above the law; why it couldn’t be solved earlier? Why let the citizen lives in a miserable situation? It seems only the people but not the law can work in China. This large-scale, concentrated movement didn’t bring any benefit to China’s law system. It weakened people’s belief of a legal system and the construction of a law system in China.
