Qu Qing Yuan：Why clauses for human right in constitution can not be finalized?
If China makes amendable revolution to human right, it is suggested to revoke this ornamental rules, on foundation of changing hostile public opinion, focus on construction on public relief , jurisdiction relief. On amendment to specific law and enactment , gradually loosen the monopoly to media, impel formation of human right public opinion rule, add the clauses that restricts power of party on constitution , materialize the clauses of ensuring human right, annul clauses of persecuting human right, increase human right list step by step, stringently limit abuse of official power on executing clause of ensuring human right. Lay down punishable clauses for disregarding law, loose law enforcement, power abuse, set up constitution that is separate from administrative body and party power.
Chinese government is unable to elucidate the clauses of ensuring human right that Chinese constitution listed out, why no clause can be finalized?
It failed to expounded that constitution has been set up for 50 years, this year, “respect and ensure human right” was compiled into constitution, why China always stay on the level of “ no constitutionalism ,but constitution available” ?
