In China the practice of democratic rule and the law used as authority are incompatible with China communist one party dictatorship. One party dictatorship means rule by party and the essence of rule by party also means rule by individuals. During 1989 Tiananmen demonstration, that few individuals in China communist made the decision of enforcement martial law and opening fire was exactly the behavior of despising law.
The autocratic rule is political power overriding law, and law is used by authorities to rule ordinary peoples. The democratic rule is law overriding political power, and law is used to rule first authorities then ordinary peoples. If law is used as means to deal with ordinary peoples, so-called “management state affairs by law” will be merely management ordinary peoples by law. If law is used as authority and overrides political power, “management state affairs by law” will be first management officials by law. when management ordinary peoples by law doesn’t mean management officials by law, management officials by law leads to management ordinary peoples by law.
Chinese government always shout that “stability overwhelms all”. Society ruled by law doesn’t need to worry about instability. The worry of instability is caused by lacking law.
