All level party committees of China communist are higher than any other decision-making organizations, party discipline committee is higher than national public security, prosecution and law, and party member is higher than ordinary people. When party dignitary is suspected of being involved in crime, he isn’t directly faced with judicial investigation but is first faced with inside investigation of the central discipline committee. As for if informant will be transferred to judicial department, if his evidence is opened and he is punished, the deciding power is in the hand of party discipline committee. Behind the discipline committee is higher level oligarchs to make the final decision, or even some individual dignitary alone decides it. The result of this conduct is that its asylum function is far more than punishment function, and party disciplinary measure has become the shelter of party dignitary escaping being punished by law.
Under present system, corrupt officials of Chinese government advance wave upon wave and can not keep within limits, the root is that one party dictatorship is not restricted. To establish the system of anti-corruption is bound to combat privilege and set up a political system of democracy, freedom, fairness and law.
