                           Wu, Aili: Why Is “High Salary Supporting Honest” in China Impracticable

In those years Chinese dignitaries have brought forward “high salary supporting honest” for officials and tried to use economic means to settle the gray income and corruption issues of officials.

In recent years some people have mentioned different editions of “high salary supporting honest”. You can’t say that “high salary supporting honest” doesn’t work at all, you also shouldn’t oppose to offer proper incomes for officials, but “high salary supporting honest” is absolutely not the ultimate measure to resolve the corruption. As a matter of fact high salary is difficult to support honest, but lessened power is the most effective measure to combat corruption and advocate honest, and raised power undoubtedly increases corrupt chance. The congressmen of the Capitol Hill do not belong to high salary stratums. Then is it considerable to raise their salaries for preventing corruption? The reformatory plan of the Capitol Hill is obviously not to raise salaries of congressmen but further to lessen their powers. In the same way, for the people who wield much more powers in Chinese government, the ultimate measure to prevent corruption is to lessen their powers. Therefore Chinese government should advocate not “high salary supporting honest” but “small power supporting honest”.
