Today, based on either historical lessons or current difficulties, it is crucial for China need to provide security for the people by establishing a system. According to Chinese media, For the majority people, it is not whether a system has been established to safeguard the rights, but whether people are capable of enjoying the rights that is more important. The importance to ensure the rights is erased and emergency to establish a system becomes the problem of the people’s capability. As for the issue whether China is ruled by Man or by Law, it will be covered up with the excuse of “Multiple social reasons”.

Democracy, freedom, human right and rule by law are systematic arrangements which are of reason. They aim at ensuring people’s ownership status and citizen rights and keep a balance between the people and the government. Its unique power balancing system is the basic safeguard protecting the government from autocracy and corruption and from its violating individual’s rights.
