XIE, JUEMIN: Democracy is the Best Way for a Government to Open Its Authority
Judging if a government’s authority is open mainly depends on two reasons: how deeply it opening authority purpose and how deeply information’s opening. Authority purpose means who have power to make the decision. If people have no power to make decision, the authority purpose is closed. If people have power to make decision, the authority purpose is open. In nowadays China, the authority power is grasped by few persons. This authority power is closed.
The difference between public power and private power is the persons can’t make the decision. If the persons can’t make the decision, there will not have the real open-power. Like the several persons must obey many persons’ decision, if decision is made by several persons, but these several persons can’t participate making decision. That is not real democracy. It is impossible for persons to do anything by their opinions. Therefore power-closing is a necessary result, but it is the different degrees. In nowadays China, power-opinion is closed. The best way to open power in China is realize democracy.
