U.S. President Barack Obama says the nation＇s education system should be "the envy of the world," and proposed improving it through better accountability, smarter spending and more help for students seeking a college education.

Mr. Obama told a meeting in Washington of the U.S. Hispanic Chamber of Commerce Tuesday that the quality of American education has fallen below that of many of its international competitors, impacting U.S. students＇ abilities to compete with others for jobs.

He said he wants states, which each handle their own education systems, to make sure their learning standards are not set too low.  He said schools should teach what he called "21st century skills" such as critical thinking, creativity and entrepreneurship.

Mr. Obama noted the economic stimulus package he recently signed into law provides $5 billion for investments in expanding education programs, increasing access to quality child care, and doing more for children with special needs.

The president also said the education system should not only reward good teachers but remove bad ones who are given a chance to improve and do not do so.

And he called on students themselves not to drop out of school, saying it is quitting both on oneself and on the country.

This was the president＇s first major address dedicated to education since he took office in January.
