郑海霞(Zheng, Haixia)
Although compulsory education has been carried out in China for many years, there are yet unfairness and injustice. Seeing from present situation of compulsory education, government pays attention to rule of men but neglect laws, which causes the imperfection and drawback of the implementation work of compulsory education. On one hand, investment of compulsory education is not enough and the usage of the investment is not fair and even salary of teachers are delayed in some areas; on the other hand, educational managing power of government lack supervision and educational officials involve corruption, embezzle educational appropriations, charge in disguised form and even regard education as an enterprise.
Chinese government should reform current educational system and formulate feasible educational laws and regulations and the aim is to ensure educational work have the basis of laws in term of policy, system, fee, staff, equipment and public administration and obtain legal safeguard to promote normal development of compulsory education.
Establish educational value of people first and increase the transparency of assignment of compulsory education to prevent educational corruption; Take care of schools in rural area and areas with undeveloped economics and promote balanced development of compulsory education in cities and villages to make all the children accept compulsory education.
