Peng, Shukun: Preventing Corruption must Rely on a Rational System
彭树坤(Peng,Shukun)
In Chinese society, corruption is everywhere. Corruption is a serious problem although most people cannot join the corrupted group. If you want to be corrupt, you have to have power on hand. And most people who have power are government officials. Therefore, famers do not have the condition to participate in corruption; workers do not have the condition to participate in corruption; and ordinary city citizens do not have the condition to participate in corruption.
Almost all government officials in China are involved in corruption. If intensify its efforts to combat corruption, many government officials and dignitaries would be involved. The government is worried that if the anti-corruption work is too much, it will not help the stability of the regime, will not help the government’s safety, and would destroy the government’s image. Therefore, despite the Chinese government’s high-profile on anti-corruption, the real number of corrupt officials have been punished is not too much.
To combat corruption effectively, the government must implement rule of law, let power under supervision. If China has multiple interchangeable ruling political parties, and all parties are under mutual restraint mechanisms, then government officials’ power can be under the control and supervision of law. If all the parties have the same interest for people, then it will help to prevent the spread of corruption.
